Contents of transfer procedures required by 33 CFR 155.750 must contain: (7) Procedures for topping off tanks. PSCOs attended vessel because the vessel was conducting bunker operations and during topping off 2S FO tank, approximately 125 gallons of FO spilled on deck and 40 gallons discharged into US waters. PSCOs requested topping off procedures from the CE. CE presented procedures that do not specify crew member responsibilities/roles/procedures after 90% volume is surpassed. Vessel is prohibited from conducting bunker operations until transfer procedures for topping off are provided.
