Approved fire extinguishing systems may be used or required in locations delineated on vessels in this subchapter. Previously approved installations may be retained as long they are maintained in good condition to the satisfaction of Officer in Charge Marine Inspection. OCMI was notified of conditions of the fixed CO2 bilge blanket extinguishing system that affect the system operation. Notified 21 April that during preparations for 2026 Annual Inspection, the third-party fire service inspection of the CO2 system for the bilge, revealed that 27 of the bottles did not pass visual inspection prior to hydro inspection during preparation for scheduled hydrostatic testing. A resolution to the bottles in question and or the system as a whole is ongoing. This may take some time due to the age of the system / bottles and a approved repair method or resolution. The vessel operations are working on an alternative to continue portions of the annual inspection. Vessel is not allowed to operate with passengers until the fixed CO2 system has been serviced and proper repairs approved and the system placed back in service. 46 CFR 95.05-10(a)

A survey, either general or partial, according to the circumstances, shall be made every time an accident occurs or a defect is discovered which affects the safety of the vessel or whenever any important repairs or renewals are made. Vessel reported 1/2 inch hole in the hull below the waterline in shaft alley. Vessel rep conducted temporary repairs using wood plugs and concrete patch. Vessel is required to submit permanent repair proposal to Sector Maryland and conduct daily rounds of the vessel. Any changes of conditions is required to be reported to the Sector Command Center immediately. Vessel is prohibited from carrying passengers until permanent repair proposal is accepted by Sector Maryland OCMI.

46 CFR 56.50-30 Steam vessels, and motor vessels fitted with steam driven electrical generators must have at least two separate means of supplying feed water for the boilers. - Vessel reported that it had a casualty on one of its two feed pumps. Make repairs to the satisfaction of the attending marine inspector.

46CFR32.40-25, 46CFR 72.20-45, 33 CFR 155.450, MSN Vol. II Washrooms and toilet rooms and washbasins must be equipped with adequate plumbing, including hot and cold running water.All toilets must be installed with adequate plumbing for flushing. A former head facility has been re-established and upon completion: Provide proper operation to cognizant OCMI.

46 CFR 52.01-115: Boiler feed water supply must meet the requirements of PG-61 of Section I of the ASME Boiler and Pressure Vesel Code (Incorporated by Reference 46 CFR 52.01-1) and 56.30-30: (a) General Requirements (1) steam vessels and motor vessels fitted with steam driven electrical generators shall have at least two separate means of supplying feed water to the boilers. All feed pumps shall be fitted with the necessary connections for this purpose. Vessel does not have two fully operational feed water pumps. Provide proof of two operational feed pumps prior to departure.

Certificates & Documents each vessel is required to have applicable officer license, PSNL on board for operation. Vessel is not operating for season due to COVID 19 protocols. Provide proposal to satisfactorily HYDRO main steam pipe from port and starboard main steam stop up to throttle block.

Replace expired hydrostatic release for EPIRB

Prove proper operation of #1 gen RPR.

Starboard boiler blowdown pipe in Steam drum is wasted. Remove and replace.

Replace wasted swashplate bolts on Starboard boiler.

Vsl is broadcasting: Invalid IMO #.

Determine source of leak in port boiler tube(s), make boiler damage available for inspection, submit written repair proposal, make suitable repairs, prove proper operation of port boiler following satisfactory hydro test.

Provide a repair proposal concerning the deteriorated condition of the dry voids, including internal framing, bottom plating port and starboard B-strakes and the other bottom plates in way of dry voids based on guaging provided during the last drydock to Sector Baltimore.

Provide a proposal that takes into account the deteriorated condition of the dry voids based on gauging provided during the last drydock in regards to your intended operationsfor the route and conditions currently listed on your COI to Sector Baltimore.

Provide three liters of water for each person allowed in the lifeboat prior to operating beyond the 20 mile limit.

Provide a current compass deviation table for the navigation bridge.

Update US Coast Pilot and all charts for the area of operation.

Show proof of valid EPIRB NOAA registration.

Provide drawings of the gas (oxyacetaline and propane) and electrical system used for the operation of the deck guns used during the re-enactment. Also provide the approved enclosures, valves, hoses and regulators as well as operating instructions.

Replace all expired food and water rations.

EPIRB Batter is expired. Must be replaced by a certified technician.

Replace all (3) expired lifeboat radios

Demonstrate proper operation of reverse power relay for the #1 ship service diesel generator.

Connect all interior fire hoses to hydrants.

Renew all circuit directories identifing the circuit designation, discription of the load and rating of the circuit breaker.

Make repairs to chock, aft over steering room portside where holed.

Demonstrate proper operation of J/W and S/W pressure gages for the # 2 (port) diesel generator.

Demonstrate proper operation of rudder angle indicator on helm stand.

Hold satisfactory fire and abandon ship drills in presence of CG marine inspector.

Demonstrat satisfactory operation of the port generator following generator removal and overhaul.

To prevent water intrusion, provide a temporary repair to the stbd side aft cleat where it meets the transverse frame. Permanent repairs to be completed no later than next dry dock.

Remove all welding cable being used for shore power electrical cable and replace with approved marine electrical cable.

Make watertight all transverse bulkheads in overhead where cable and piping have been removed.

Install containment below air compressor fuel hand pump to prevent fuel from collecting on the deck & make repairs to hand pump to prevent further leaks.

Submit a detailed plan to Sector Balt. for prep and coating the F-Strake port and stbd with Interline 983 or equivialent as used on rivited seams in the mid ships half length within a year of the next scheduled drydock but not later than September 1, 2010.

At the next scheduled drydock but not later than September 30, 2011; a) gauge the E-16 plate port side fron inside to determine condition and; b) take another round of gaugings (same grid size and quanity) to document the baseline hull plate thickness prior to the application of the recommended epoxy slurry.

Replace 74 adult and 3 child life jackets.

Replace fuel hose on stbd generator.

Clean up area IWO kerosen storage area and ensure drum is not leaking.

Provide current pub's and charts.

Renew smoke signals on bridge life rings

Show operation of fathometer.

Renew all lines for the waterlights.

Make repairs to all WTD's as indicated by the CG MI.

Make suitable repairs to the water tight closures where indicated by the attending MI.

Inspect and repair all watertight openings and doors and renew gasket material where necessary.

Inspect and repair all tank vents and repair or replace where necessary.

Submit proposal to Sector Baltimore for renewal of wasted plate in F-Strake and plate E-16.

Replace lifejackets to meet required amount for allotted passengers.

Repair to like new return piping on stbd boiler iwo of steam drum and stack area.

Prove proper operation of aft-most actuation cylinder of main space/engineroom CO2 bottle bank.

Equip bottom vent closures on aft bkhd of SSD generator house to be secured from deck of SSD generator house.

Add instruction to secure vent closures prior to activation of CO2 system for SSD generator house.

Close openings in bkhd of paintlocker w/ metallic devices. Remove all plastic penetrations.

Provide functioning bell or siren for CO2 FF extinguishing system for engineroom.

Install 02 blanks in PNL PP 203, main deck, port side in house.

Install explosion proof electrical lighting fixtures in paint locker.

Correct the following open three electrical fixtures in paint locker: 1 - wire penetration at access door; 2 - alarm at access door; 3 - push-button switch at overhead fwd of access door.

Repair door to CO2 valve for E/R discharge piping.

Mark all fire hose stations IAW fire control plan.

Install guard over windlass steam lines IWO anchor windlass controls.

Mark all general alarm bells with the following statement: "GENERAL ALARM; WHEN BELL RINGS, GO TO YOUR STATION".
