Every oil tanker of 150 Gross tonnage and above and every ship other than an oil tanker of 400 gross tonnage and above shall carry on board a shipboard oil pollution emergency plan approved by the administration. PSCO observed the vessel used the SOPEP equipment on board due to a spill. Prior to conducting cargo the vessel must resupply the SOPEP equipment according to the SOPEP>

9900: The M/V AFRA WILLOW entered the Port of Savannah and failed to submit a Notice of Arrival before departure from the Port of Charleston, SC, but at least 24 hours before entering the port or place of destination when embarking on a voyage of less than 96 hours. The AFRA WILLOW arrived to the Port of Savannah 14 hours short of the 24 hour requirement.
