Certification by the vessel's classification society may be presented to the OCMI to obtain the required VCS endorsement. Master could not provide the vapor control system certification letter from classification society.

TThe system shall be capable of delivering inert gas to the cargo tanks at a rate at least 125% of the maximum rate of discharge capacity of the ship expressed as a volume. The inert gas manual has contradiction as to the fan blower capacity which is stated as "4900 meters cube/hour X 2 sets". It further state the inert gas capacity is "9400 meters cube/hour." The inert gas system operation manual states "note that two fans cannot be operated simultaneously", which reduces the maximum IG capacity to 4900 meters cube/hour. This fact is stated on pages 25, 28, and 29. The vessel under these circumstances is only permitted to discharge one cargo pump at 2500 meters cube/hour with the IG system delivering 4900 meters cube/hour to meet the requirements of 125% maximum discharge capacity.

Resolution: Vessel is fitted with two 4900 m3/hr blowers to meet the 9400 m3/hr Inert Gas capacity. The maximum discharge capacity is 7500 m3/hr,therefore system meets 125% capacity of the maximum discharge rate.IG Manuals are correct & do not require revisions.
