Resolution: Inoperable gauge was due to mechanical malfunction and not electrical. Fuel supply valve was not opened all the way so generator was not getting enough fuel supply to produce power. Hertz gauge worked when fuel valve was opened and showed 60Hz.

As per Appendix 1, FERROSILICON UN 1408 WITH 30% BUT LESS THAN 90% SILICON, vessel is required to measure gas concentrations of Arsine, Phosphine, and Hydrogen once every 8 hours to the cargo hold and any other accessible space adjacent to the cargo space and shall be recorded in the log book.
