GYPSY BLOOD

This part contains requirements for the design, construction, installation, and operation of propulsion and auxiliary machinery, steering apparatus, and associated safety systems. Machinery and equipment installed on each vessel must be suitable for the vessel and its operation and for the purpose intended. MI observed during steering check the starboard rudder post plate was cracked. When operator turned to port then starboard MI witnessed the plate rose with pressure causing water to enter space. O/O shall proceed to repair facility to be hauled out of water to replace the starboard plate. O/O shall notify MI when repairs have been made to conduct underway steering test to satisfaction of MI.

On a vessel of at least 26 feet in length, a visual and audible alarm must be provided at the operating station to indicate high water level. MI observed the high water level alarm for the forward compartment audible alarm was faint and light flickered. O/O shall repair high level water alarm to satisfaction of attending MI.

Connections must be made to battery terminals with a permanent type connectors. Spring clips or other temporary type clamps are prohibited. MI observed four battery in tray had mixture nuts and wing nuts. O/O shall replaced wing nuts with permanent type connector to satisfaction of MI.

Where flexibility is necessary, a section of flexible metallic hose may be used. Nonmetallic hose may be used for wet exhaust systems provided it is especially adapted to resist the action of oil, acid, and heat, has a wall thickness sufficient to prevent collapsing, and double clamped where practicable. MI observed area on hose where one clamp was used for wet exhaust. O/O shall add another clamp to satisfaction of MI.

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of machinery, fuel, and piping systems, including the following: operation of the main propulsion machinery both ahead and astern. Vessel starboard engine failed to start. Make proper repairs to the satisfaction of the OCMI. 46 CFR 176.804

Vessel had excess water in forward compartment. Pump out bilge. 46CFR17.802(a)(7)

Starboard main engine fuel oil shut off valve seized open. Replace valve. 46CFR182.455(b)(4)

Battery chargers must have an ammeter connected in the charging circuit. Three (03) battery chargers do not have ammeters. Install ammeters. 46CFR182.455(b)(4)

Remote fuel shut off not properly labeled. Install proper markings for fuel valves. 46CFR185.608

First-aid kit missing aspirin items. Put aspirin in First-aid kit. 46CFR184.710

Face plate on light/receptacle outlet in engine room broken with exposed wiring. Replace face plate. 46CFR183.200(c)

Bilge high level alarm not working in generator compartment. Repair alarm. 46CFR182.530

Missing oil pollution placard. Install placard. 33CFR155.450

A section was missing in each gasket for the hatches to the lazarette and the hatch to the engine room. Replace gaskets so hatches on the weather deck are watertight.

There were cables submersed in the bilge in the engine room that could potentially introduce an unsafe condition. Secure cables above the bilge.

The Type II retroreflective tape on the ring lifebuoy was deteriorating. Replace Type II retroreflective tape.

VHF radio is not on its own circuit as required. Provide dedicated circuit with over current protection for VHF radio. 46 CFR 183.392

Storage space forward of engine room has wire run that has splice as well as connections made outside of enclosure. Replace cable so splice is not needed. Tape wire nuts. Enclose box. 46 CFR 183.340

Vessel is missing 01 fire extinguisher from accommodation space. Replace extinguisher. 46 CFR 181.500

Vessel has installed 02 battery chargers that were not subject to CG plan review. Provide drawing detailing the installation to include bill of materials (part numbers and/or specifications) of chargers, cables, circuit breakers, batteries and connectors. 46 CFR 176.700

VESSEL REQUIRES DRYDOCK INSPECTION PRIOR TO 31MAR2021. MAKE VESSEL AVAILABLE FOR DRYDOCK INSPECTION PRIOR TO CARRYING PASSENGERS. (46CFR176.600)

Vessel's STBD engine vent closure will not operate/close as designed, must repair to new condition.

Vessel's stbd engine has an exhaust leak, must identify and repair to like new condition.

Must replace aft inboard motor mount on stbd engine, wasted beyond repair.

EKO01 Provide three 2.5 gallon fire buckets labeled "FIRE BUCKET".

EKO02 Replace grab line on ring buoy.
