Each ring life buoy must be marked with Type II retro-reflective material. The ring life buoys had a mixture of approved and non-approved tape. Replace red non-approved tape with approved white retro-reflective tape.

Each battery used in an item of lifesaving equipment, except inflatable survival craft equipment, must be replaced during the annual inspection if the expiration date of the battery has passed. The ring life buoy water light battery was expired. Replace battery to the satisfaction of the attending marine inspector.

Unless other means are provided to ensure that a potential waste receptacle fire would be limited to the receptacle, waste receptacles must be constructed of noncombustible materials with no openings in the sides or bottom. Vessel's waste receptacles were not made of noncombustible materials. O/O is to replace with suitable noncombustible waste receptacles. 46 CFR 177.405 (f)

Each portable fire extinguisher on a vessel must be of an approved type. The minimum number of portable fire extinguishers required on a vessel must be acceptable to the cognizant Officer in Charge, Marine Inspection, but must not be fewer than the minimum number required by Table 181.500(b) and other provisions of this section. Vessel was missing 01 fire extinguisher in the concession stand area. O/O is to install extinguisher in accordance with Table 181.500(b) 46 CFR 181.500

No marine employer shall engage or employ any individual to serve as a crewmember unless the individual passes a chemical test for dangerous drugs for that employer. No pre employment tested completed for any of the employees. Conduct pre-employment testing prior to operating.

Marine employers shall establish programs for the chemical testing for dangerous drugs on a random basis of crewmembers on inspected vessels who: (1) Occupy a position, or perform the duties and functions of a position, required by the vessel's Certificate of Inspection; (2) Perform the duties and functions of patrolmen or watchmen required by his chapter; or, (3) Are specifically assigned the duties of warning, mustering, assembling, assisting, or controlling the movement of passengers during emergencies. Employers has no established random chemical testing program. Establish a random chemical testing program.
