Fire extinguishing appliances shall be kept in good order and be available for immediate use at all times. PSCO observed that the CO2 system on the vessel had quick release valve installed in the booster line. This valve, being the initial one in the system, had a pin that would have blocked remote activation of the system. A review of the vessels CO2 system manual and emergency instructions does not prompt to remove the pin. 74SOLAS(2001) II-2/21

The company should establish procedures to ensure that the ship is maintained in conformity with the provisions of the relevant rules and regulations and with any additional requirements which may be established by the company as stated in deficiency #2, PSCO observed a pin in the engine room CO2 system, when asked, engineering crew were not aware that the pin should have been removed after system was serviced. Due to the objective evidence in the above deficiency the vessel is not in substantial compliance with relevant conventions. The Captain of the Port questions the adequacy and over all implementation of the vessels SMS under the ISM Code. an internal SMS audit is required to determine whether the ship is operating in accordance with the ISM Code. Provide copy of completed audit to USCG. 74 SOLAS (2020) IX/3.1 ISM Code 10.1
