PSCO observed that the expansion ratio of the high expansion foam onboard is 3.83:1 according to the most recent foam analysis report. In accordance with the low expansion foam analysis report, the low expansion foam was tested as per MSC.1/Circ. 670 which is for high expansion foam. 74SOLAS(01) II-2/9.1.1

The means for securing and maintaining weathertightness shall be to the satisfaction of the administration. The arrangements shall ensure that the tightness can be maintained in any sea condition. PSCO observed cargo pump room door with deteriorated gasket around its edges preventing the door from maintaining weathertightness. ICLL(88) 16.1
