An inspection is conducted to determine if the vessel is in satisfactory condition, fit for the service intended, and complies with all applicable regulations. It normally includes inspection and testing of the structure, machinery, equipment, and on a sailing vessel, rigging and sails. Replace incorrect topmast shroud pin with the correct shroud pin and clevis pin.

Ring buoy grab line is weathered, weakened, wasted. Replace ring buoy.

Vessel is missing logs of inspections of the rig in accordiance with the rig and inspection program. Provide copy of logged rig inspection after 30 days.

All cable and wire must be installed with metal supports spaced not more than 24 inches apart and must be installed properly. Midship cabin area stbd side light electrical cables were found supported with tape and exposed wiring. Properly install the electrical cable to light.

Cable and wire must not be installed with sharp bends. Midship cabin area port side cable bundle has sharp bends in the cable.

The movement of the vessel shall be under the direction and control of the licensed master. Provide copy of the medical card that accompanies the master's license.

For items not covered in this subchapter, inspection shall be in accordance with standards acceptable to the Officer in Charge, Marine Inspection, as good marine practice. Monitor water ingress for 14 days, and report findings to this office. Establish a bilge log reflecting the gallons per minute of water ingress; maintain and present this log to inspectors during future inspections.

Complete but simple instructions for the operation of the systems must be located in a conspicuous place at or near all pull boxes, stop valve controls and in the CO2 cylinder storage room. On systems in which the CO2 cylinders are not within the protected space, these instructions must also include a diagram of the system and instructions detailing alternate methods of discharging the system should the manual release or stop valve controls fail to operate. CO2 instructions have been painted over.

For items not covered in this subchapter, inspection shall be in accordance with standards acceptable to the Officer in Charge Marine Inspection, as good marine practice. Replace Jib topmast stay turnbuckle with longer 3/4" turnbuckle.

For items not covered in this subchapter, inspection shall be in accordance with standards acceptable to the Officer in Charge, Marine Inspection, as good marine practice. Gammon iron to forestay bolt shall be replaced with a solid bolt with threads outside of flange. Current bolt allows the stay to land on the threads. Include bushings/spacers on either side of the forestay to prevent the stay from sliding on the bolt.

For items not covered in this subchapter, inspection shall be in accordance with standards acceptable to the Officer in Charge, Marine Inspection, as good marine practice. Replace starboard foretopmast shroud turnbuckle. The jib top shall not be flown until this turnbuckle is received and approved by a reviewing MI.

It is intended that all machinery be installed in such a manner to afford protection against personnel injury. Add machinery guard around bilge pump belts in way of the front of the main engine to prevent injury.

For items not covered in this subchapter, inspection shall be in accordance with standards acceptable to the Officer in Charge, Marine Inspection, as good marine practice. Fabricate a well ventilated box to protect the gasoline fire pump on deck. The box should be easily removable and indicate that "NO SMOKING" and "NO SITTING' is allowed.

Check fire pump fuel level prior to getting underway at a minimum once a week, while the vessel is in service, to ensure that the fuel tank remains full of good fuel. The results of the check should be logged. Provide this office with the run time of the pump under load on a single tank of fuel.

Whenever damage or deterioration to hull plating or structural members that may affect the seaworthiness of a vessel is discovered or suspected, the cognizant OCMI may conduct an internal structural examination in any affected space including fuel tanks, and may require the vessel to be drydocked or taken out of service to assess the extent of the damage and to effect permanent repairs. Following a collision on June 28th 2023, which ripped the vessel's bowsprit off, Marine Inspectors observed damage in way of the bow, and radiating throughout the vessel as a result of the collision. Vessel is required to undergo a Coast Guard Dry Dock and Internal Structural Examination, and effect permanent repairs to damage that is identified by the attending Marine Inspector prior to returning to service.

The design, materials, and construction of masts, posts, yards, booms, bowsprits, and standing rigging on a sailing vessel must be suitable for the intended service. The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. A rig survey is required prior to the vessel's return to service. Prior to completing the survey, contact this office for approval to proceed, and to orchestrate CG attendance at the survey.

Replace deck planks in forward compartment, from frames 19-26, stbd side.

Remove ceiling boards in forward compartment, port side, to allow for further inspection of frames.

At each subsequent inspection for certification the MI shall view the vessel afloat and shall conduct inspections of the hull. Clipper bow laminated knee second laminate from stem has come apart. Provide repair proposal and make repairs to satisfaction of MI. 46 CFR 176.25-5

At all inspections special attention shall be paid to insure that guards or protective devices are provided. No guard for rotating machinery on MDE. Install. 46 CFR 176.25-10

Individual pumps used for separate spaces must have a light or other visual means to indicate operation. Fwd bilge indicator and mid bilge indicator lights are out. Replace.

A vessel must be provided with bilge pumps. Mid bilge pump inop. Corrected on the spot. One of two E/R electric bilge pumps inop. Replace.

A submersible electric pump may be used provided that a positive shutoff valve is installed. No positive shutoff valves installed on discharge.

A complete but simple instructions for the operation of a fixed fire extinguishing system must be located in a conspicuous place where the extinguishing agent cylinders are stored. No instructions provided.

When the flexible section of a fuel fill pipe is a nonconductor of electricity, the metallic sections of the filling pipe separated thereby shall be joined by a conductor for protection against static spark when filling. Bonding wire is not bonded at the top.

Spaces containing machinery shall be fitted with adequate ventilators to provide sufficient air for proper operation. Vent piping is loose.

Penetrations and openings in watertight bulkheads must have a means to make them watertight. Stbd fwd space bulkhead penetrations not watertight.

The sidelights of vessels 20 meters or more in length shall be fitted with matte black inboard screens. Screens on vessel lights are not matte black.

Each child size life jacket must be stowed in a location that is appropriately marked and separated from adult life jackets so the child size life jackets are not mistaken for adult life jackets. Life jackets onboard the vessel are stored with sizes mixed together.

Prior to departing on a voyage, the passenger count must be communicated verbally or or in writing and available ashore at the vessel's normal berthing location or with a representative of the owner and shall be available to the Coast Guard upon request. No passenger count method established.

Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC licensed technician once every 5 years, after which a Communications Act Safety Radiotelephony Certificate will be issued. Vessel does not have a current radiotelephony certificate.

Bridge-to-bridge radiotelephone station will be inspected on vessels subject to regular inspections pursuant to the requirements of Parts II and II of Title III of the Communications Act. Vessel does not have proof of bridge-to-bridge FCC inspection.

Ship stations in maritime service must be licensed by the FCC. Vessel does not have an FCC ship station license.

Vessel reported a complete shutdown of the main engine. Vessel directed to make repairs & prove satisfactory operation to USCG. 46 CFR 182.100

Vessel down-rigged for dry dock. Re-rig, tune and complete sea trail to the satisfaction of the attending Coast Guard Marine Inspector.

Vessel re-powered during dry dock. Complete sea trail and prove proper operation of main engine, gauges and auxiliaries to the satisfaction of the attending Coast Guard Marine Inspector.

Vessels bilge priming line is wasted, leaking, and in need or replacement. Replace Bilge priming line to the satisfaction of the CGMI.

Vessels fire pump is INOP. Provide and prove proper operation of fire pump with 50 GPM @ 60 psi.

Midship compartment - Found permanently mounted extension cord with power strip and multiple items plugged into it. Remove from vessel.

Found exposed wiring in midships compartment. Remove or end in an enclosure to the satisfaction of the CGMI.

Improperly wired GPS ran from exposed hole in power panel and through an old gauge mount location in the consol. Ensure no opening in the power panel and make penetration to weather deck weather-tight to the satisfaction of the CGMI.

Found wiring in aft steering not properly secured. Properly mount and secure wiring to the satisfaction of the CGMI.

Vsl is broadcasting: Greater/smaller than expected vessel length.
