Vessel's current ballast water management method is exchange and discharge, which is not authorized. Vessel has no BWTS installed. Vessel is not authorized to discharge untreated ballast water into U.S. waters. This deficiency will not be cleared until CG examiners receive documentation that the vessel has installed a BWTS, has decided to use public water from the U.S. public water system, or has updated its ballast water management plan to state that the vessels ballast water management method in U.S. waters is no discharge. - 33 CFR 151.2035 - 15c
