The machinery, boilers and other pressure vessels, associated piping systems and fittings shall be of a design and construction adequate for the service for which they are intended and shall be so installed and protected as to reduce to a minimum any danger to persons on board, due regard being paid to...other hazards. The vessel experienced a reduction in propulsion / mechanical issues of the vessel's main engine while completing prior to departure testing of the main engine which adversely affected its maneuverability and posed a hazard to vessels and infrastructure along the Houston Ship Channel. Submit for review a Classification Society report to [email withheld] attesting to the cause of the equipment failure, that authorized temporary or permanent repairs have been completed, and that the vessel's full and normal maneuverability has been restored. 74 SOLAS (04) II-1/26.1

The conditions of the ship and its equipment shall be maintained to conform with the provisions of the present convention to ensure that the ship in all respects will remain fit to proceed to sea without presenting an unreasonable threat or harm to the marine environment. 73/78 MARPOL I / 6.4.1 PSCO's observed the overboard return riser piping on associated OWS system actively leaking through failed patch by way of OWS filtering equipment on lower deck. Additionally, a jubilee patch was observed on associated OWS riser piping on the bottom deck by way of purifier room.
