Under all sailing conditions, including maneuvering, the speed, direction of thrust and, if applicable, the pitch of the propeller shall be fully controllable form the navigational bridge. Pilot reported the engine order telegram malfunctioning with incorrect RPM output. Vessel returned to Belle Isle Anchorage for troubleshooting and repair, Captain of the Port is requiring vessel, prior to movement, to submit casual report from Classification Society (1) Identifying the contributing factors that led to the issue, (2) certifying that any necessary repairs have been satisfactorily completed, and (3) the vessel is fit for its intended route and service.

Resolution: Class Surveoyor carried out general excamination of port chain cable and found that the anchor swivel failed. Mooring and windlass on port side remained unaffected. The surveyor imposed a condition of class- vessel required to replace anchor w.i 30 days
