Vessel failed to submit Ballast Water Report to Ballast Water Clearinghouse prior to entry. Educated vessel master about the requirements and had him fax the report to the Ballast Water Clearinghouse while we were still onboard. We explained to him that this must be done prior to entry into any US Port. Issued a deficiency because this was his second notice.
