The manual shall have a standard format in compliance with appendix IV to this annex. Vessel could not produce a P&A manual showing currant tank cleaning or disposal of wash water procedures. Vessel is prohibited from conducting tank wash or disposal MARPOL ANNEX II REG 14.1
