A vessel on which a pre-engineered fixed gas fire extinguishing system is installed must have the following equipment at the operating station:(1) A light to indicate discharge;(2) An audible alarm that sounds upon discharge; and(3) A means to reset devices used to automatically shut down ventilation systems and engines as required by paragraph (a)(3) of this section. The pre-engineered fixed gas fire extinguishing system engine shutdown override switch is inoperable. Troubleshoot and repair IAW MFR specifications and prove proper operation to the attending CG Marine Inspector. 46CFR181.420(b)

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radiobeacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. The incorrect MMSI is programmed in the VHF radio. Program the MMSI stated on the FCC station license on the VHF radio and perform a DSC test call IAW MSIB 20-20. 46CFR184.502

The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. The vessel underwent a propulsion engine modification by removing a gasoline powered engine and installing a diesel powered engine. The vessel must conduct machinery alarm testing of alarms and safety devices installed but not required by regulation IAW CG-CVC-Policy Letter 17-08. Calibrate and test all sensors and alarms that derates the engine, shuts down the engine or otherwise takes control away from the operator IAW manufacturer's parameters. Conduct such testing to the satisfaction of the attending CG Marine Inspector, or provide a third party report of satisfactory machinery alarm testing to the USCG from a qualified technician which is authorized by the engine manufacturer. 46CFR176.840

Stability information (stability details indicated on the Certificate of Inspection, a stability letter, or a stability booklet), is required on certain vessels by paragraphs (b), (c), or (d) of this section. Enough stability information, including stability calculations and assumptions made to use them, must be provided to allow the master to be able to determine operating guidelines, loading restrictions, and ensure compliance with the applicable intact and damage stability regulations of this chapter. Due to the propulsion engine modification, as mentioned in SEC DelwrBy activity number 8081401, stability documentation was provided to MSC to provide an updated stability letter. Vessel does not currently have a valid stability letter. Prior to the carriage of passengers, provide the MSC issued stability letter to the CG Marine Inspector. 46CFR178.210

The emergency instructions must be designed to address the particular equipment, arrangement, and operation of each individual vessel. The emergency instructions do not include actions to be taken in the event of fire, heavy weather, or man overboard conditions while conducting parasail operations. Mount updated emergency instructions at the helm. 46CFR185.510

Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with § 80.59 once every five years. The FCC-licensed technician must use the latest FCC Information Bulletin, How to Conduct an Inspection of a Small Passenger Vessel. If the ship passes the inspection, the technician will issue a Communications Act Safety Radiotelephony Certificate. Vessel does not have an FCC Radiotelephony Safety Certificate. Provide evidence of FCC Radiotelephony Safety Certificate to the USCG. Vessel is restricted to <1000' from shore until rectified. 47CFR80.903

The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. Vessel is unable to complete the VHF Radio Digital Selective Calling (DSC) Test. Complete the VHF Radio Digital Selective Calling (DSC) Test IAW MSIB 20-20 to the satisfaction of the attending CG Marine Inspector. Vessel is restricted to <1000' from shore until rectified. 46CFR176.840

The vessel's originally fitted gasoline powered main propulsion engine and associated fuel tank was replaced with a diesel powered engine and a new fuel tank.

Vessel must undergo an annual inspection within the 3 months before or after each anniversary. Vessel is overdue for its annual inspection. 46 CFR 176.840

The vessel must have a non-expired alcohol test swab readily available for crew member in a safety sensitive position. Alcohol test swabs are expired. 46 CFR 185.212

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: (1) Charts of large enough scale to make safe navigation possible; (2) U.S. Coast Pilot or similar publication; (3) Coast Guard Light List; (4) Tide tables. Vessel is missing all navigational publications and charts. 46 CFR 184.420

All observed unsafe practices, fire hazards, and other hazardous situations must be corrected. Unsafe condition of engine space bilge was identified. Clean and properly dispose of oily water and residue to the satisfaction of the attending CG Marine Inspector. 46 CFR 176.830

Floating waterlight must have a lanyard of 3-6' in length, securing the waterlight around the body of the ring life buoy. Each floating waterlight must be attached to the lanyard with a corrosion-resistant clip, with strength of at least 50 pounds, and allow the waterlight to be quickly disconnected from the ring life buoy. Vessel has a 20" ring life buoy, that is missing retro reflective markings, missing vessel name marking, missing a life line, missing the floating light lanyard, missing the corrosion resistant clip, and is not suitably mounted to the vessel. Vessel must carry minimum of 24" diameter ring life buoy with retro reflective markings & name of vessel marked. Ring life buoy on a vessel must be fitted with a lifeline. Each lifeline must: Be buoyant; Be of least 60' in length; Be non-kinking; diameter of at least 5/16"; breaking strength of at least 1,124 pounds; and Be of a dark color if synthetic, or of a type certified uv resistant. 46 CFR 180.70

Hose fittings must be in serviceable condition. Excessively corroded hydraulic tank suction fittings and hose fittings identified in the engine space. Replace corroded fittings in kind IAW MFR specifications. 46 CFR 176.830

Vessel is required to have a 2-A fire extinguisher. Vessel is missing a 2-A portable fire extinguisher IAW required fire fighting equipment listed on the COI. Install and properly label a 2-A portable fire extinguisher on the vessel. 46 CFR 181.500

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load without exceeding its designed limitations. The propulsion engine overheated (high engine temp) while conducting underway drills. Troubleshoot and make permanent repairs to the propulsion engine IAW MFR specifications. 46 CFR 182.200

The visual indicator for the forward bilge alarm failed during an operational test. Make permanent repairs to the satisfaction of the attending CG Marine Inspector. 46 CFR 182.520

Vessel was identified as having potential damage from Hurricane IAN. Prior to conducting repairs, contact the local USCG Marine Inspections office and submit a repair proposal for approval. Vessel is not permitted to return to commercial service until cleared by a USCG Marine Inspector.

Renew FCC certificate. Do not go more than 1000' from shore until new certificate is provided. (47CFR155.303)

Replace motor-in-line engineroom exhaust blowers with units IAW 46 CFR 182.460(c).

Make permanent repairs to all areas identified on hull during inspection, IAW 46 CFR 176.610.
