During 'New to Zone' inspection: Inside engineroom, on port side hull, the 2nd transverse wood frame aft of the forward engineroom watertight bulkhead (located directly behind the E/R door entrance): this frame was found cracked in 2 places, in way of the 2 fasteners just above the gusset. See MISLE activity for picture/location of cracked frame. Before repairs are conducted, the owner shall contact the local USCG OCMI and submit a repair plan proposal for acceptance. Until this deficiency is cleared, the vessel is restricted to a river's route not more than 1000' from shore, or must be completed before 01 DEC 2024: whichever comes first. 46 CFR 176.25-5(a)(1) (OLD SUBCHAPTER T) CODE 705C

Location: where the aluminum vertical deck support column interfaces with the keelson in the aft 3/4 of the engineroom between the two main engines. Found diesel fuel leak from the discharge fitting from the secondary fuel oil filer serving the generator. 46 CFR 176.25-10(a)(4) (old T)

Found diesel fuel leak from ball valve fitting just before entering the fuel/water separator serving the generator. 46 CFR 176.25-10(a)(4) (old t)

Found diesel fuel leak from the overflow crossover ball valve in the aft overhead space of the engineroom. 46 CFR 176.25-10(a)(1) (old t)

Found battery acid leaking from forward 24V battery located centerline in the engineroom. 46 CFR 176.25-10(a)(4)

Nothing in the part shall be construed as limiting the marine inspector from making such tests or inspections as reasonable and practicable to be assured of the seaworthiness of the vessel. Prior to carrying passengers, make vessel available to Coast Guard Marine Inspector for sea trial.

Provisions must be made for closing all supply duct cowls or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. Identified open bulkhead penetrations in the forward and aft engine room bulk heads, shaft penetrations, starboard aft corner ladder connecting to the operators console and in way of vessel side shell and deck cable penetrations.

Irrespective of build date, a vessel to which this subchapter applies must meet 46 CFR 181.405, 181.450, 181.500, 185.364, and 185.420(b), if it is not a ferry, and if it, (1) Has overnight accommodations for passengers. Vessel is identified as a Cover Small Passenger vessel due having sleeping accommodations below deck. Propose plan forward IAW CG-CVC PL 23-03.

Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. Grab lines on ring life buoy wasted & worn. Lettering for the vessel's name was peeling and requires renewal. Owner operator shall provide photo of the renewed ring life buoy.

Fuel shutoff valves shall be installed so as to close against the fuel flow, fitted in the fuel supply lines one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. During the inspection port and starboard fuel tank remote shut off vale(s) were seized/inoperable and unable to be secured from the remote pull station. Vessel owner/operator shall provide an alternative procedure to keep main fuel tanks secured while u/w carrying passengers and just run on the day tank until permanent repairs are made. Submit the above plan upon receipt of this report. Within 14 days provide photographic documentation for our records attesting to adequate repairs rendering both remote operated fuel shut off vales fully operational & free of binding.

Found that emergency exits were not marked IAW 46 CFR 185.606 “All means used as emergency escapes shall be marked EMERGENCY EXIT, KEEP CLEAR in 50mm letters.”

The retro-reflective tape on numerous life jackets were found to be disintegrated. Deficiency issues to check entire inventory of life-jackets and replace IAW 46 CFR 185.604(h) type one retro-reflective tape.
