Within the transfer procedure, there must be a list of products transferred to or from the vessel including information on the generic chemical name, cargo information, and applicability to transfer procedures. Vessel must amend their transfer procedures, review 33 CFR 155.750 to ensure they have legible all the contents required to be in a transfer procedure and must provide the amended transfer procedures to USCG for review prior to cargo operations.

02 Cargo hatches (#3 and #5) lock and chains to keep cargo tanks secured from unwanted entry were cut by NPS personnel prior to the inspection and not replaced, which could have allowed anyone to access the cargo tanks. Hatches must be secured or dogged down to the point where someone cannot access these cargo tanks with their bare hands. Cargo hatches must be secured by means to prevent unwanted access to the cargo tanks.
