All cargo tanks should be provided with a venting system designed so as to minimize the possibility of cargo vapor accumulating about the decks. Port cargo tank 2 & 3 purge cover gaskets had audible leaks, the result of a wasted gasket, permitting the release of flammable vapor out of the purge line. SOLAS 74 (2004 Cons) II-2/6, IBC Code 8.1.1 & SOLAS 74 (2004 Cons) II-2/4.5.3.1

PSCO discovered a staircase, used for access to the cargo area, wasted. The staircase is located immediately aft of the starboard manifold. SOLAS 74 (2004 Cons) II-1/3-6.2
