All cargo tanks should be provided with a venting system designed so as to minimize the possibility of cargo vapor accumulating about the decks. Port cargo tank 2 & 3 purge cover gaskets had audible leaks, the result of a wasted gasket, permitting the release of flammable vapor out of the purge line. Resolution: ABS Surveyor and PSCO attended the vessel and verified compliance with the purge line gaskets after being replaced in kind by the crew.
The venting system shall be provided with devices to prevent the passage of flame into the cargo tanks. Flame screens on vacuum protection for cargo tanks 4 port and 5 starboard were found with black paint on them, covering parts of the flame screen. SOLAS 74 (2004 Cons) II-2/4.5.3.3

Resolution: ABS Surveyor and PSCO attended the vessel and verified compliance with the cargo tank vacuum flame screens after being replaced in kind by the crew.
Each space within the cargo area shall be provided with a permanent means of access to enable throughout the life of a ship, overall and close-up inspections of the ship's structures. PSCO discovered a staircase, used for access to the cargo area, wasted. The staircase is located immediately aft of the starboard manifold. SOLAS 74 (2004 Cons) II-1/3-6.2

Resolution: ABS Surveyor and PSCO attended the vessel and verified a new stair installation with stainless steel. The stairwell was rectified by the crew.
