1740-Oil discharge mon/contr system- Exept as specified in paragraph 3 of this regulation, any ship of 10,000 gross tonnage and above shall be fitted with oil filtering equipment complying with paragraph 7 of this regulation. PSCO during operation test of OWS, observed OCM sample line blocked and would shutdown when fresh water flush was secured and sample line aligned. After approximately 30 minutes crew was able to repair and were able to conduct sat operational test of OWS. MARPOL ANNEX I/14.2

MARPOL 2011 Annex VI Reg 14.4.3 While ships operating within an emission control area (ECA) the sulfu content used on board ships shall not exceed 0.1%. The PSCO discovered that the vessel has been operating within the North American ECA from 13Mar2017 to 15Mar2017 utilizing fuel oil that does not comply with the MARPOL Annex VI ECA sulfur limits.
