(a) A vessel on an oceans, coastwise, limited coastwise or Great Lakes route must carry (1)06 red hand red flare distress signals approved in accordance with 160.021 in subchapter Q of this chapter, (2)06 hand orange smoke distress signals approved in accordance with 160.037 in subchapter Q of this chapter. (c)(1) Rocket parachute flare approved by 160.036 maybe be substituted for either. Vessel's distress signals are expired.

Every vessel subject to Part III of Title II of the Communications Act must have a detailed inspection of the radio installed by an FCC-licensed technician in accordance with 80.59, once every five years. Vessel missing its FCC certificate. 47 CFR 80.903

To enhance protection of life and property it is mandatory that each 406.0-406.1 MHZ EPIRB be registered with NOAA before installation and that information be kept up to date. Registration has expired.

Each disposable hydrostatic release unit must be marked with an expiration date of two years after the date on which the unit is installed. Hydrostatic release has expired. Vessel restricted to no more than 1 mile from shore.

Spanner wrenches must be provided where a 1.5" fire hose is required. Vessel is missing 01 spanner wrenches. Vessel missing its spanner wrench.

A durable placard must be posted next to all radiotelephone installations with the emergency broadcast instructions and information, specific to the individual vessel. Recommended emergency instructions, as appropriate, can be found in 46 CFR 184.510. Placard is missing.

The master of the vessel shall ensure that the EPIRB test required by paragraph (a) shall be logged or otherwise documented, as applicable. EPIRB test were not being logged for the 2nd consecutive inspection.

TO maintain a valid Certificate of Inspection, you must complete your annual inspection with in the periods specified in 176.500(b)(1) and your COI must be endorsed. Vessel's COI was not endorsed due to the large number of deficiencies found. Vessel is restricted from carrying passengers until the following work list items are rectified. 1. Provide evidence crew trained on EAP 2. Produce current DAPI roster and consortium contract, CLEARED 3. Produce charts, publications and coast pilot 4. No drill or radio logs, EDUCATED/CLEARED 5. A suitable hand tiller may be acceptable as the auxiliary means of steering where satisfactory to the cognizant [name withheld] tiller to control auxiliary steering was not available. Taking control through auxiliary steering was not possible with its absence. 46 CFR 182.620 (b)

Each fire hose on a vessel not more than 65 feet in length carrying not more than 49 passengers must be lined commercial fire hose that conforms to UL 19 or hose that is listed and labeled by an independent laboratory recognized by the Commandant as being equivalent in performance. During operational test, MI observed hose to be leaking. Hose maintained appropriate pressure despite leak. 46 CFR 181.320 (c)(1)

Each ring life buoy on a vessel must be approved in accordance with 160.050 in sub-chapter Q. MI observed ring life buoy on starboard quarter to have deteriorated retro-reflective tape and markings. 46 CFR 180.70 (b)(1)

A vessel must be provided with a main steering gear that is of adequate strength and capable of steering the vessel at all service speeds. MI observed bracket connecting hydraulic ram rod for steering to be corroded and wasted. Bracket was able to be broken using only hands. 46 CFR 182.610 (a)(1)

Vessel's radio must have lat and long displayed for DSC. Vessel's radio only displayed the MMSI number. Update radio to display lat and long.

ME sea strainer clogged with sediment and grasss. Clean prior to operation. 46 CFR 182.420 (2)

ME raw water ball vavle difficult to turn. Replace or repair. 46 CFR 182.422 (b)

port side hull near bow has an approx 2 foot gouge affecting the gel coat and some of the FRP. Make appropriate repairs. 46 CFR 176.800
