Whenever a nautical school ship is placed upon the dock, it shall be the duty of the master, owner or agent to report the same to the Officer in Charge, Marine Inspection, so that a thorough inspection may be made by the Coast Guard to determine what is necessary to make such a nautical school ship seaworthy, if the condition or age of the nautical school ship, in the judgment of the Officer in Charge, Marine Inspection, renders such examination necessary. USCG MI identified areas of frame wastage in both the Port and STBD wing tanks, frames require repair or replacement. The vessel's COI route has been reduced to "Partially Protected Waters" until repairs are completed. Repair is required in any case NLT than the vessels next dry-dock. Repair plans to be submitted and approved by OCMI prior to commencing work.

A fixed carbon dioxide, Halon 1301, or clean agent extinguishing system must be installed to protect the following spaces any vessel machinery or fuel tank space, except where the space is so open to the atmosphere as to make the use of a fixed system ineffective. FM200 system in main hold was accidentally discharged and needs to be replaced and properly tested.

Machinery must be suitable in type and design for the purpose intended. Installations not addressed by this subpart are subject to the applicable regulations in Subchapter F (Marine Engineering) and Subchapter J (Electrical Engineering) of this chapter. Vessel reported a loss of throttle response while underway. After anchoring the throttle started to operate correctly and the problem could not be duplicated. Have tech rep troubleshoot to determine cause and repair. Complete a sea trail to the satisfaction of the attending Coast Guard Marine Inspector. Vessel is not authorized to carry students as a sub chapter R vessel until this deficiency is cleared by the Coast Guard.

In lieu of the remote stopping systems required by subpart 111.103 of this chapter, remote stop stations must be provided as follows: (c) A ventilation shutdown located outside the space ventilated. The ventilation shutdown located outside of the engine room detached from its operating lever during a training evolution just prior to this inspection. Make repairs to ensure achieve secured ventilation to the engine room.

Every vessel equipped with inflatable liferafts must have posted in conspicuous places readily accessible to the ship's company and guests approved placards containing instructions for launching and inflating inflatable liferafts as determined by the OCMI. The vessel did not have a posted placard containing instructions for launching and inflating the inflatable liferafts. Post placard(s) containing instructions for launching and inflating the inflatable liferafts.

Each vessel must meet the applicable requirements in Subchapter S, Parts 170-174, of this chapter. A small opening containing a wire run was identified in the bulkhead separating the engine room and accommodation space as not watertight. The penetration with the wire run through watertight bulkhead in the engine room must be made watertight.

Inflatable liferafts must be stowed so that they will float freely in the event of the vessel sinking; stowage and launching arrangements must be to the satisfaction of the OCMI. The expiration dates on hydrostatic releases for the inflatable liferafts were unmarked. Mark the three (03) hydrostatic releases for two-year expiration from the date(s) of installation.

Vessels are inspected for compliance with the standards required by this subchapter. Items not covered by this subchapter must be in accordance with good marine practice and acceptable to the OCMI. The compass deviation card was last completed in 2019, and the vessel had extensive metalwork done between 2020 and 2022. Make arrangements to have compass swung and correction card updated.

Each vessel must have a stability letter issued by the Coast Guard before the vessel is placed into service. The vessel's stability letter dated 10/21/2021 did not account for material construction/repairs, equipment installation/replacement, and rigging replacement/installation during TABOR BOY's latest shipyard period. The vessel must have a stability letter issued from MSC, following her 05/25/2022 deadweight survey, prior to operating.

Each escape hatch & other emergency exit must be marked on both sides using at least 1-inch letters: "EMERGENCY EXIT - KEEP CLEAR". Ensure emergency exits are marked on both sides.

Each watertight door must be marked on both sides in at least 1-inch letters: "WATERTIGHT DOOR - CLOSE IN EMERGENCY". Ensure both sides of watertight doors are properly marked.

Wiring for each power and lighting circuit must meet Subpart 111.60 of this chapter; wire must be in an enclosure. Wiring in the Captain's cabin, galley overhead, and deckhouse overhead must be properly secured/enclosed.

Each vessel must have a stability letter issued by the Coast Guard before the vessel is placed into service. The vessel must have a stability letter issued from MSC prior to operating.

Each vessel must meet the applicable requirements in Sub-chapter S, parts 170-174, of this chapter. Vessel is to replace WTD located on P/S fwd of galley as per 46CFR173.057 and 46CFR170.270.

Stencil watertight doors with 2" letters "RECLOSE AFTER USE". Provide remote position indicator at the main navigating station of the vessel as per 46 CFR 173.057 prior to conducting operations.

REPLACE PORT AND STBD HOUSE RING BUOY BECKET LINES, REPLACE RETRO TAPE WHERE WORN ON PORT SIDE OPERATING STATION RING BUOY.

Spars, masts and rigging shall be maintained fit for service intended. Main mast boom has fractured gooseneck band, repair, obtain CG concurrence of proposed repair.

After loading the Master shall ensure the vessel is in compliance with its stability letter. Watertight doors are left open underway for ventilation, stability letter states doors are to be close while underway.

A valid FCC certificate is evidence a vessel is in compliance with FCC radio installation regulation. Vessel's FCC station license is expired. Renew.

Lighting fixtures shall be maintained fit for svc, galley light not mounted, hanging loose by wires.

Vsl is broadcasting: Greater/smaller than expected vessel length and incomplete dimension information (AIS Antenna Position “X” equals 0).

Prior to operating the ships hot water furnace, conduct fireside/waterside inspections.

Replace the inoperative fire pump gauge

Establish a sail rig inspection and maintenance program IAW NVIC 02-16.
