Vessel captain is to make hourly rounds of the spaces while caring passengers to ensure no water intrusion until alarms are repaired or replaced.46CFR182.530(a)

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces ...The vessel's aft bilge alarm provided no audible/visual alarm. Vessel to ensure all bilge alarms function IAW regulation and prove to the satisfaction of the attending USCG MI.

A pre-engineered fixed gas fire extinguishing system must: Be installed in accordance with the manufacturer's instructions. Vessel's installed Fireboy system still had the installation/servicing pin in place rendering the system inop. Pin was removed by owner/operator, corrected on the spot.
