A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (21/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. Vessel only had 01 5 gallon fire bucket onboard.

46 CFR 176.500(b)(1) (1) Annual inspection. Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Vessel has missed their maximum annual inspection date 06AUG25. Vessel is not allowed to operate with passengers until approval from this office and must coordinate MI's for the purpose of a COI. March 5th the entire fleet was sent MSIB 10-25 expressing the need and responsibility of each owner to maintain and track all expiration dates associated with their COI.

Fuel shutoff valve must be installed on the supply tank. Port engine emergency fuel shutoff was hard to operate due to oxidation and needs to be replaced.

A vessel on a lakes, bays, and sounds, or rivers route must carry Three hand orange smoke distress signals approved in accordance with § 160.037 in subchapter Q of this chapter, or other standard specified by the Commandant. USCG Type A1, A2, B1, or B2 flexible hose may be accepted in accordance with 33 CFR part 183, subpartJ. Provide and post a MARPOL V, garbage placard in accordance with 33 CFR 151.59. The vessel will be restricted from carrying passengers after September 23, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

A ship, except a ship of less than 26 feet in length, must have a Discharge of Oil Prohibited placard of at least 5 by 8 inches, made of durable material fixed in a conspicuous place in each machinery space, or at the bilge and ballast pump control station. Discharge of Oil Prohibited placard was missing. When, in accordance with § 178.210 of this chapter, a vessel must be provided with a stability letter, the stability letter must be posted under glass or other suitable transparent material, such that all pages are visible, at the operating station of the vessel. If posting is impracticable, the stability letter must be kept on board in a weathertight container readily available for use by the crew and display to passengers and others on request. Unless otherwise specified, vessel owners must pay the fees required by this subpart before inspection or examination services are provided in accordance with 46 CFR 2.10-20(a). There is no evidence vessel inspection user fees were paid. Pay all user fees and provide documentary proof that payment was submitted before any further inspection or examination services are provided to the satisfaction of an attending Coast Guard Marine Inspector.

Provide proof of Man overboard and Abandon ship drills and training as required by 46CFR185.520. Abandon ship and man overboard drills and training shall be logged or documented with the date of the drill and training and general description of drill scenario and trading topics. The vessel will be restricted from carrying passengers after September 23, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector

Provide proof of Fire fighting drills and training as required by 46CFR185.524. Firefighting drills and training shall be logged or documented with the date of the drill and training and general description of drill scenario and trading topics. The vessel will be restricted from carrying passengers after September 23, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Crew training and drills, Provide proof crew training at least every 3 months as to the duties the crew member is expected to preform as required by 46CFR185.420. Crew training shall be logged or documented with the date and general description of the training topics. The vessel will be restricted from carrying passengers after September 23, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Marine employers shall establish programs for the chemical testing for dangerous drugs on a random basis of crew members on inspected vessels who occupy a position, or perform the duties and functions of a position, required by the vessels Certificate of Inspection. Provide proof that crew members are currently enrolled in a Random testing to meet the requirements of 46CFR16.230.

No marine employer shall engage or employ any individual to serve as a crew member unless the individual passes a chemical test for dangerous drugs for that for that employer. Provide proof of a passed chemical test for dangerous drugs of all crew members to meet the Pre-employment testing requirement of 46CFR16.210(a).

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked ‘‘First-Aid Kit’’. A first-aid kit must be easily visible and readily available to the crew. Provide a first aid kit. 46CFR184.710 The vessel will be restricted from carrying passengers after September 23, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Provide basic first aid and CPR training and certification in accordance with the guidelines for deckhand training found in NVIC 1-91 and OCMI manning requirements found in 46CFR15.501. At least one member of the crew must be current in their certifications.The vessel will be restricted from carrying passengers after September 23, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Vessel has 3 cracked welds marked off by the MI and owner during the inspection and does not meet the minimum requirement of vessel's must comply with the structural design requirements for aluminum hulled vessels as required by 46CFR177.300(d)(1)(ii). Vessel must complete prior to DD credit to the satisfaction of the attending Marine Inspector.

Except as otherwise allowed by this subpart, a vessel must comply with the structural design requirements. The bolts that secure the angle iron and deck rails to transverse frames on both port an starboard side are starting to show wastage. Vessel must provide a long term plan to prevent additional wastage to MSU Savannah for review and approval. Once approved, the vessel must implement and complete approved plan . The vessel will be restricted from carrying passengers after July 31th, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector. 46CFR177.300 Structural design.

Vessel must obtain a Certificate of Documentation with a Coastwise Endorsement as required by 46CFR67.19.Determination was made to issue COI without a current COD based on guidance from the MSM (See Below).
