The design, construction, and stowage of portable tanks and related fuel lines and accessories must meet the requirements of ABYC H-25 (incorporated by reference; see 46 CFR 175.600) or other standard specified by the Commandant. Portable fuel tank does not meet the requirements of ABYC H-25. Install portable fuel tank that meets the requirements of ABYC H-25. 46CFR182.458

Vessel must be fitted with a suitable magnetic compass designed for marine use, to be mounted at the primary operating station. Vessel is not fitted with a suitable magnetic compass. Install a suitable magnetic compass designed for marine use, to be mounted at the primary operating station. 46CFR184.402

A first-aid kit may be considered acceptable if it meets all of the requirements of ISO 18813:2006(E) paragraph 4.12. Vessel has obsolete first aid kit installed. Install first aid kit that meets all of the requirements of ISO 18813:2006(E). 46CFR184.710

At least one ring life buoy must be fitted with a lifeline. If more than one ring life buoy is carried, at least one must not have a lifeline attached. Each lifeline on a ring life buoy must:(1) Be buoyant;(2) Be of at least 18.3 meters (60 feet) in length;(3) Be non-kinking;(4) Have a diameter of at least 7.9 millimeters (5/16 inch);(5) Have a breaking strength of at least 5 kilonewtons (1,124 pounds); and(6) Be of a dark color if synthetic, or of a type certified to be resistant to deterioration from ultraviolet light. Ring life buoy lifeline is excessively worn, and requires replacement. Replace ring life buoy lifeline. 46CFR180.70

Each small battery installation must be located in a well ventilated space and protected from falling objects. A small battery installation must not be in a closet, storeroom or similar space. Battery is located directly on the deck, and unprotected. Install battery in a properly secured/strapped tray w/ lid. 46CFR183.354

Each vessel certificated for limited coastwise that is equipped with a FCC Type Accepted Category 1 406 MHz EPIRB, must have it installed so that it automatically floats free and activates. MI observed hydrostatic release unit was expired. 46 CFR 180.205(e)(3)

Each ring life buoy must be marked with Type II retroreflective material approved in accordance with 46 CFR 164.018 or other standard specified by the Commandant. In addition, Each ring life buoy must be marked in clearly legible block capital letters with the vessel's name. MI observed ring life buoy had faded retro and was missing vessel name. 46 CFR 185.604

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. MI observed expired aspirin. 46 CFR 184.710

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date charts/publications. MI observed missing Coast Pilot and Light List. 46 CFR 184.420

Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. Vessel did not have a second fuel shut-off valve. 46 CFR 182.455(b)(4)

A vessel must comply with the applicable requirements for any radio and EPIRB installations, including the requirements for a station license and installation certificates to be issued by the FCC. MI observed VHF radio to not have MMSI programmed into the system. 46 CFR 184.502

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. MI observed the first-aid kit to be missing ammonia inhalants and a tourniquet. 46 CFR 184.710

Each vessel must be equipped with at least two operable portable battery lights. MI observed vessel to have only one operable portable light. 46 CFR 183.430

Vessel's radio must have lat and long/ MMSI displayed for DSC. Vessel's radio did not display MMSI or Lat and Long. Update radio to display MMSI and lat and long.

Provide additional B-II fire extinguisher for machinery space. 46 CFR 181.500 (a)

Provide Type I 406 MHz EPIRB. Vessel is restricted from crossing COLREGS demarcation line. 46CFR 180.64

Provide FCC radio Station License and radio safety certificate. vessel is limited to no more than 1,000 ft from shore. 47CFR 80.13 and 47CFR 80.401

Provide double hose clamps for bilge and fuel systems. 46CFR 182.720

Provide radio safety telephony cert and radio station licence reflecting new O/O.
