...The master or person in charge of an oceangoing ship that cannot discharge NLS residue into the sea in accordance with 46 CFR 153.1126 or 153.1128 shall ensure that the NLS residue is—(1) Retained on board; or(2) Discharged to a reception facility. The methanol containment around the loading and discharge manifolds allows spills on the deck to flow directly into the sea. Four sided containment must be properly installed around the manifolds prior to carriage of methanol (methyl alcohol). If the vessel is currently carrying methanol, a one-time discharge is authorized to clean and gas free tanks. After request for reconsideration was rescinded, MSU Houma agreed to extend the 835 until the vessel's next scheduled drydock in Nov 2026.
