Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. No donning instructions were posted.

Fire extinguishing equipment installed on a vessel in excess of the requirements of 46 CFR 181.500 must be designed, constructed, installed and maintained in accordance with a recognized industry standard acceptable to the Commandant. Extra fire extinguisher under seat at main council was not labeled as being stored behind the door and was not in approved bracket as required by manufacturer.

Each small battery installation must be from falling objects. A small battery installation must not be in a closet, storeroom or similar space. The two batteries in the engine room space are not covered and are exposed to falling objects.

A vessel of at least 7.9 meters (26 feet) in length must be provided with individual bilge lines and bilge suctions for each watertight compartment. The mid-space electric bilge pump located in the engine room was unable to operate.

When operating a vessel on a body of water where the discharge of untreated sewage is prohibited, the operator must secure each Type III device in a manner which prevents discharge of sewage. Acceptable methods of securing the device include (1) Closing each valve leading to an overboard discharge and removing the handle; (2) Padlocking each valve leading to an overboard discharge in the closed position; or (3) Using a non-releasable wire-tie to hold each valve leading to an overboard discharge in the closed position. During inspection, there was no securing or locking device on the valves leading overboard for the sewage discharge.

indicator for high level alarm was only visual and not audible for all compartments. Alarms shall be prepared for both visual and audible.

Magnetic compass had no lumination. Repair light on compass.
