To discharge ballast water into the waters of the US, the master, owner, operator, agent or person in charge of a vessel subject to 33CFR151.2025 must either ensure that the ballast water meets discharge standard in 151.2030(a), use an AMS described in 151.2025(a)(3), or ballast with water from a US public water system/to a facility as described in 151.2025. STAR JAPAN, keel laid 27DEC2003 last DD JUN2019, with ballast water capacity of 15,539 cubic meters, is past its compliance date and fitted with a BWTS. BWTS was not used and vessel intends to discharge in port. As the vessel is past its compliance date, discharge of untreated ballast into US waters is not permitted.
