1870 A water-spray system of sufficient capacity shall be provided to blanket effectively the area surrounding the loading manifold, exposed deck piping associated with product handling. PSCO observed numerous deck water spray nozzles that had no pressure or very little pressure. Prior to carrying any cargo that required the use of the deck water spray it must be operational. IBC Code 15.8.2.9 10c
