The design shall have regard to materials used in construction the purpose for which the equipment is intended. Resolution: the ship’s crew rectified by replacing the gasket and sealant with fresh lagging and no leaks were present under 0.8 mpa working pressure.

Resolution: PSC NOLA received a class report from NKK satisfying the requirements. A local technician and the manufacturer confirmed that the non-follow up is designed to overshoot 3-4 degrees based on servo motor design in the power unit.

Resolution: PSC NOLA received a class report from NKK satisfying the requirements. The vessel replaced their expired parachute flares with new flares that are valid until FEB21.
1830-Cargo transfer- A tank vessel with a capacity of 250 or more barrels that is carrying oil as cargo must have on board an emergency means to enable the person in charge of a transfer operation to a facility, to another vessel or within the vessel to stop the flow of oil. PSCO observed that #2 COP would not shut down from emergency stop on deck/CCR. Rectify prior to using # 2 COP 33CFR155.780

Resolution: PSC NOLA received a class report from NKK satisfying the requirements. Crew onboard opened/overhauled the governor valve and emergency stop/local/remote for the manifold and pump room and the No. 2 COP was tested and found in order.
