The bilges and other spaces should have no excessive accumulation of oil, trash, deris, or other matter what might create a fire hazard, clog bilge pumping systems, or block emergency escape. The vissel is being utilized for storage of furniture, multiple 5 quart oil jugs next to the main engines, and various other maintenance supplies throughout the voids and engineering spaces. Crew stated the vessel was utilized to store these items so they wouldn't have to move it from the shed during flooding events.

During ISE the Marine Inspector identified 6 buckled transverse frames in the void that is immediately aft of the collision bulkhead. Whenever damage or deterioration to the hull plating or structural members that may affect the seaworthiness of a vessel is discovered the cognizant OCMI may take vessel out of service to effect permanent repairs. Vessel owner shall provide the marine inspector with a written repair proposal to conduct permanent repairs for the six buckled frames. Conduct repairs after repair proposal has been approved to the satisfaction of the attending Coast Guard Marine Inspector.
