01214 – STCW CREW LICENSING – Notwithstanding the requirement of regulation 1/2, an administration may allow a seafarer to serve for a period not exceeding 3 months on board a ship entitled to fly its flag. Documentary proof shall be readily available that application for an endorsement has been submitted to the administration. PSCO noted that 2nd mates national license did not have cooresponding flag state endorsement.– STCW REG 1.10.5.

0740-Fire fighting systems and appliances shall be kept in good working order and readily available for immediate use. PSCO observed the emergenc fire pump was unable to provide pressure sufficient for fire fighting. Prior to movement vessel is required to provide documentation from the certificate issuing authority attesting to proper operation of the emergency fire pump. SOLAS (74) 2004 cons. II-2/14.2.1.2

Resolution: Vessel was able do demonstrate proper operation of emergency fire pump prior to PSCO departing vessel.
