All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, explosion, machinery failure, and personnel injury. There was excessive oil coatings in the bilges of the engine room and lazarette during the time of the inspection. Clean Engine Room and make ready for inspection.
