A survey, either general or partial, according to the circumstances, shall be made every time an accident occurs or a defect is discovered which affects the safety of the vessel or the efficacy or completeness of its lifesaving appliances, fire-fighting or other equipment, or whenever any important repairs or renewals are made. The survey shall be such as to insure that the necessary repairs or renewals have been effectively made, that the material and the workmanship of such repairs or renewals are in all respects satisfactory, and that the vessel complies in all respects with the regulations in this subchapter. While underway, the vessel experienced a loss of propulsion and power to the port main engine. Vessel shall provide a technician's report attesting to the proper operation of the port engine and submit to the OCMI for review. 46 CFR 71.40-01

When the potential of the final emergency power source reaches 85 to 95 percent of normal value, the emergency loads under § 112.15–5 must transfer automatically to the final emergency power source and, on a passenger vessel, this transfer must be accomplished in no more than 45 seconds after failure of the normal source of power. The piping from the cylinders to the stop valves in the manifold shall be subjected to a pressure of 1,000 p.s.i. With no additional gas being introduced to the system, it shall be demonstrated that the leakage of the system is such as not to permit a pressure drop of more than 150 p.s.i. per minute for a 2-minute period. Upon inspection MI observed multiple loose hoses to CO2 bottle connections allowing un-threading by hand. All piping, valves, and fittings of ferrous materials shall be protected inside and outside against corrosion unless specifically approved otherwise by the Commandant. Upon inspection MI observed 02 fouled engine room CO2 discharge orifices. Captain or Engineer is required to provide a written statement of witnessing the repairs of both noted deficiencies pertaining to the CO2 system, in addition to, providing the updated re-servicing report from a qualified servicing contractor.

46 CFR 112.50-1(d) The generator set must be capable of carrying its full rated load within 45 seconds after cranking is started with the intake air, room ambient temperature, and starting equipment at O°C. The generator's prime mover must not have a starting aid to meet this requirement, except that a thermostatically-controlled electric water-jacket heater connected to the final emergency bus is permitted. The EDG failed to come on line supplying power within the required time. It would not have come on either until it was found that the voltage regulator was left in the off position for possibly a day and a half of operations of the vessel. Deficiency corrected by placing the regulator in the Auto position.
