Electrical equipment and electrical cables must be suitably protected from wet and corrosive environment. There is water leaking from the vessel port and stbd overhead soft patches above the thrusters and engines. The water is leaking on electrical wires and connections creating a potential electrical hazard, make repairs to the satisfaction of the attending marine inspector to seal the soft patches and stop the water intrusion.

Each towing vessel must have either a fixed fire pump capable of delivering water at a pitot-tube pressure of at least 50 pounds per square inch and a flow rate of at least 80 gallons per minute or; a portable fire pump with a capacity of at least 80 gpm at a discharge gauge pressure of not less than 60 psi, measured at the pump discharge. Unable to verify adequate pressure discharged from fixed fire pump and vessel had fire hose that was too long. Demonstrate adequate pressure from fire pump to meet the requirements and demonstrate operation with proper length fire hose. 46 CFR 142.325.

To stop the flow of fuel in the event of a fire or break in the fuel line, a remote fuel shutoff valve must be fitted on any fuel line that supplies fuel directly to a propulsion engine or generator prime mover. The fuel shutoff cables for the main engine and generator in the forward machinery space need to be installed to allow the cable wires to move freely and to minimize friction and wear. Additionally, the shutoff valve for the generator failed to close. Make proper repairs to fuel shutoff off system and prove proper operation to the attending Marine Inspector. 46 CFR 143.260(b).
