Each Cargo tankship must be equipped with high-level alarm. The high level alarm must activate once the cargo level teaches 95% of the tank capacity. It must activate a visible and audible alarm so that it can be seen and heard on the vessel where the cargo transfer is controlled.
The electronic tank radar guage system computer is malfunctioning, rendering the installed high-lvl alarms inoperable
