Due to the objective evidence in the operaational deficiencies, the vessel is not in substantial compiance with relevant conventions. The PSCO questions the adequacy and or implementation of the vessel's SMS under the ISM code. A safety management audit shall be carried out by the administration or the RO before the ship may be released from detention.
