PSCO was informed during exam that the incinerator is inoperable.

Oil residue (sludge) may be disposed of directly from the oil residue (sludge) tanks through the standard discharge connection referred to in regulation 13, or any other approved means of disposal. Vessel transferred oil from fuel oil drain tank; as specified in table 3.1 of IOPP form B, to the vessel's fuel settling tank. IOPP form B lists incineration as the only approved method of sludge disposal. See ORB dates: 24APR21, 07APR21, 05FEB21, 16JAN21.

Foam applicator units consist of foam nozzle/eductor and portable tank containing at least 20l of foam concentrate and at least one spare tank of foam concentrate of same capacity. PSCO noted no spare foam concentrate tank in engine room and no spare in boiler space.
