Each lifejacket carried on a vessel on an Oceans, Coastwise, or Great Lakes route must have a lifejacket light approved in accordance with 161.012. Vessel only has 10 lights out of 27 needed for a coastwise route. //46 CFR 180.75(a)//

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: Charts of large enough scale to make safe navigation possible; U.S. Coast Pilot or similar publication; Coast Guard Light List; Tide tables; and Current tables. A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. Each first-aid kit must meet the requirements in ISO 18813:2006(E) paragraph 4.12. The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets and immersion suits. Identification of the items may be in words, or the appropriate symbols in IMO Resolution A.760(18). Letters and numbers must be at least 50 millimeters (2 inches) high. Symbols must be at least 100 mm (4 inches) square. Adult lifejacket stowage was not labeled with the type and number of lifejackets. //46 CFR 185.604(f)//

46 CFR 182.200(a): Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. STBD main propulsion coolant hose exterior jacketing to the turbo is degrading past the point of original design.

EPIRB batteries must be replaced after it is used or before date required by FCC regulation in 47 CFR 80, whichever comes sooner. EPIRB battery is expired. Restricted route to 3 NM. 46 CFR 185.728

All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, explosion, machinery fractures and personal injury. Found fuel pooled in rancor filter fire shields. 46 CFR 182.100

A vessel must carry either first aid kit, approved under approval 160.041, or a kit with equivalent content and instructions. Found expired equipment in first aid kit. 46 CFR 184.710

All vessels must have navigation lights in compliance with the applicable sections of international and inland navigation rules. Found stern navigational light inoperable. 46 CFR 183.420

On a vessel of at least 26ft in length, a visual and audible alarm must be provided at the operating station. Found bilge visual indicator for high water inoperable and not visual at the operating station. 46 CFR 182.530(a)

Each portable fire extinguisher on a vessel must be of an approved type. The minimum number of portable fire extinguishers required on a vessel must be acceptable to the cognizant Officer in Charge, Marine Inspection, but must not be fewer than the minimum number required by Table 181.500(b) and other provisions of this section; Machinery space - 40 B:C - 01 in vicinity of exit. No extinguisher located in vicinity of engine room. 46 CFR 181.500(a)

Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. EPIRB not on-board or registered to current owner/operator. Vessel restricted to operating within 3 miles of shore. 46 CFR 180.64

In addition, a number of child size life jackets equal to at least 10% of the number of persons permitted on board must be provided, or such greater number as necessary to provide a life jacket for each person being carried that is smaller than the lower size limit of the adult life jackets provided to meet this section. Oceans, coastwise, limited coastwise, and Great Lakes routes. A vessel on an oceans, coastwise, limited coastwise, or Great Lakes route must carry: Six hand red flare distress signals approved in accordance with § 160.021 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.121; six hand orange smoke distress signals approved in accordance with § 160.037 in subchapter Q of this chapter, or other standard specified by the Commandant. Vessel missing 04 red hand distress signals. Vessel limited to lakes, bays, & sounds route and rivers route. 46 CFR 180.68(a)

Flexible hose designed for use with hose clamps may be installed with two clamps, at both ends of the hose, which: do not rely on the spring tension of the clamp for compressive force; are installed beyond the bead or flare or over the serrations of the mating spud, pipe, or hose fitting. Generator fuel supply and return lines missing second hose clamp. 46 CFR 182.720(e)(3)(v)(B)

An owner may submit any plans, manuals, or calculations, required to be submitted to the OCMI under this part, to the Commanding Officer (MSC), Attn: Marine Safety Center, U.S. Coast Guard Stop 7430, 2703 [name withheld] King Jr. Avenue SE., Washington, DC 20593-7430. Three copies of all documents are required to be submitted for Marine Safety Center plan approval. No plan review conducted for new generator install. Electrical installation including, but not limited to: Elementary one-line diagram of the power system; Type and size of generators and prime movers; Type and size of generator cables, bus-tie cables, feeders, and branch circuit cables. No plan review conducted for new generator installation. Required prior to use of generator. 46 CFR 177.202(d) 46 CFR 177.202(b)(4)

46 CFR 184.420 As appropriate for intended voyage, a vessel must carry adequate and up-to-date tide tables, current tables, and coast pilot. Tide tables, current tables, and coast pilot were found to be out of date. Provide up to date publications to satisfaction of attending MI.

46 CFR 185.726(d) Each battery used in life saving equipment, must be replaced during annual inspection if expiration date has passed. 02 batteries for lifesaving buoy lights were found to be expired. Replace expired batteries with new batteries to the satisfaction of attending CG MI.

Vessel required to comply with FCC rules/regulations IAW 47 CFR 80. Vessels call sign on the station license is incorrect. Have corrected radio station authorization issued to the vessel to the satisfaction of the attending CGMI.

Vessel's lifefloat painter is weathered and deteriorated. Replace the painter in kind to the satisfaction of the Coast Guard Marine Inspector and prior to carrying passengers.

FE241 Fireboy cylinder was serviced by personnel without propper DOT Requalification Identification Number (RIN). Provide proof of hydrostatic test conducted to cylinder or that a complete external visual inspection by a competent personnel holding a current DOT RIN was conducted.
