The CG inspectors determined that the vessel's SMS was not implemented properly. Section AA of the Cargo Operations Manual concerning purging was not followed and the vessel failed to have a discussion between ship and shore regarding the flow and pressure of the nitrogen being supplied from shore which is required by there SMS, this indicates evidence of a major non-conformity of the ISM Code.
