THE SYSTEM SHALL BE CAPABLE OF FIRE EXTINCTION AND MANUFACTURED AND TESTED TO THE SATISFACTION OF THE ADMINISTRATION BASED ON THE GUIDELINES DEVELOPED BY THE ORGANIZATION. PSCO OBSERVED NUMEROUS FOAM APPLICATION NOZZLES ON THE FIXED HIGH-EXPANSION FOAM SYSTEM THROUGHOUT THE ENGINE ROOM THAT WERE BLOCKED AND CLOGGED BY HARDENED FOAM, MAKING THE PRIMARY FIREFIGHTING SYSTEM UNAVAILABLE FOR USE DURING AN ENGINE ROOM FIRE, PRESENTING A DANGER TO THE CREW AND VESSEL. - 74SOLAS(09) II-2/10.4.1.1.2 - 17AC
