The master, owner, operator, agent or PIC of a vessel equipped with ballast tanks that operates in waters of the United States, must employ 1 of the following methods: Alternative Management System (AMS), that meets the requirements of 33CFR151.2026 of this subpart, may also be used, so long as it was installed prior to the date that the vessel is required to comply with the Ballast Water Discharge Standard (BWDS) in accordance with 33CFR151.2035(b). Vessel conducted untreated empty refill exchange after compliance date listed in 33CFR151.2035(b). Vessel must conduct a treated ballast exchange outside of 12nm utilizing their AMS prior to discharging ballast in US waters.

Resolution: Received, reviewed and accepted service report from MSH International Marine Service stating the deficiency was rectified. Technician replaced broken bulbs and conducted satisfactory test of BWTS.

In addition to meeting requirements of regulation 7, every ship engaged in voyages beyond sea areas A1 and A2, but remaining within sea area A3, shall, if it does not comply with the requirements of paragraph 2, be provided with an Inmarsat ship earth station capable of transmitting and receiving distress and safety communications using direct-printing telegraphy. Vessel's Inmarsat antennae is inoperative due to bridge allision. SOLAS 74 (14 CONS.) IV/10.1.1
