The owner, master, or person in charge of each vessel underway shall ensure that the vessel's anchors are ready for letting go. PSCO recieved report from pilot that the port side anchor would not let go during anchoring operations.

Resolution: Crew excercised anchoring equipment several times to free up frozen gear. Captain stated that gear may have been frozen due to stormy weather encountered crossing Pacific. PSCO boarded and witnessed proper operation of port side anchor.
