A second source of energy shall be provided for an additional three starts within 30 minutes manual starting can be demonstrated to be effective. During test, PSCO was unable to observe emergency generator's secondary means of starting due to failed hydraullic accumulator. 74 SOLAS (04) II-1/44.2
