MI observed a fuel leak on the fuel return pipe on top of the stbd bank of the main engine. 46CFR176.830

The intent of this part is to insure that the scantlings, material, fastenings, workmanship and arrangement of each vessel are such as to provide for safe operation in accordance with the terms of its certificate of inspection. MI observed weepage originating from the starboard chine board amidships. A temporary repair was performed, and the following mitigation measures must be adhered to until a permanent repair is completed: 1. Vessel is restricted to operating within the Chester River only. 2. Hourly inspections/rounds of the engine room are required during vessel operation.

Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located, preferably from an accessible position on the weather deck. Vessels Fuel Shutoff Pull line was within the machinery space and made of Nylon Rope. Replace with a material that will not burn in the event of a fire. 46 CFR 182.455(b)(4)
