BEFORE THE SHIP LEAVES PORT AND AT ALL TIMES DURING THE VOYAGE, ALL LIFE-SAVING APPLIANCES SHALL BE IN WORKING ORDER AND READY FOR IMMEDIATE USE. DURING A TEST OF THE LAUNCHING AND RECOVERY OF THE PORT SIDE LIFEBOAT, PSCO OBSERVED A POWER FAILURE OF THE RECOVERING MECHANISM. AFTER FURTHER TESTING BY THE ELECTRICIANS MATE IT WAS FOUND DUE TO DETERIORATING INSOLATION INSIDE THE MOTOR FOR THE PORT SIDE DAVIT SYSTEM, NOT ALLOWING SUFFICIENT POWER FOR THE RECOVERY OF THE LIFEBOAT.
