Marine employers whose vessel is involved in an incident that will likely become a serious marine incident shall comply with 46CFR4.03-2 and 46CFR5-12. Vessel is restricted to operating with members listed on their enrollment with the maritime consortium until additioal members are enrolled with the company. 46CFR4.03-2, 46CFR185.212

Marine employers shall comply with part 4 of 46 CFR marine casualty and investigations. Vessel's alcohol test strips are expired. Vessel restricted to operating within 2-hours of a testing facility until current alcohol test strips are purchased and placed on board. 46CFR185.212, 46CFR4.03-2

Portable fire exinguishers are required an annual inspection. Vessel's portable fire extinguishers are overdue for inspection. 46CFR181.500

Each ring life buoy on a vessel must: be in accordance with 46 CFR 160.050, and at least one life ring unless it is limited to daytime operation be equipped with a floating water-light which is attached to a lanyard with a corrosion resistant clip attached to a lanyard between 3-6 feet in length. The vessel's life-ring's retro-reflective tape needs to be replaced in addition the water-light's lanyard was too short and the water-light's battery was found to be expired. Vessel is limited to daytime operations and prohibited from operating in periods of limited visibility.

An adult life jacket must be provided for each person carried on board a vessel. A total of 36 life jackets were found in satisfactory condition. Reduced passenger count to 34 adult passengers until six new life jackets are placed in satisfactory service to the satisfaction of the attending marine inspector.

Non-metallic fuel hose where permitted for use in piping systems by this section must meet SAE J-1942 or be specifically approved by the Commandant. Marine inspector were unable to verify if the vessel's non-metallic flexible hoses were installed in accordance with SAE J-1942. In addition, the hoses were secured to the fittings using plastic wire ties in lieu of the required compression type connection required in 46 CFR 182.720 (e)(3)(v)(A) or with two hose clamps at both ends of the hose found in paragraph (B) of the above mentioned site. Lastly, the fuel hoses that run from the vessel's fuel filter to the vessel's engines are in a questionable condition and should be replaced.

A vessel on a lakes, bays, and sounds route must carry three hand red flares and three hand orange smoke distress signals or substitution there of found in paragraph (c) of 46 CFR 180.68. Vessel was missing two red hand flares. Vessel restricted to a route not to exceed thirty minutes from dock. 46 CFR 180.68 (b)

The owner, managing operator, or a qualified servicing facility as applicable shall follow inspection, maintenance, procedures, and hydrostatic pressure tests of portable fire extinguishers as outlined in Chapter 4 of NFPA 10. The vessel's portable fire extinguishers have not had their annual servicing/inspection. 46 CFR 176.810 (b)(10)

A vessel greater than 26 feet and less than 65 feet carrying less than 49 passengers must be equipped with 1 fixed power bilge pump and one portable hand pump with a capacity to pump at least 10 Gallon per minute. The vessel's fixed bilge pump was not operational. 46 CFR 182.520 (a)

All vessels must have navigation lights that are in compliance with the applicable sections of the navigation rules. Vessel's all around white light is not operational. Vessel restricted to daylight hours and prohibited from operating in periods of limited visibility. 46 CFR 183.420
