Before the ship leaves port and at all times during the voyage, all life-saving appliance shall be in working order and ready for immediate use. Upon arrival to the ship, the Master notified PSCOs of the starboard lifeboat's batteries being non-operational. The starboard lifeboat also serves as the ship's rescue boat. While attempting to pump out cargo hold bilge #5 diesel fuel oil was discharged over the side of the vsl into Saltery Cove, AK. The port and starboard diesel oil fuel tanks are the suspected source. The vsl must satisfy/complete all conditions of Class set forth by NKK pertaining to incident. The vsl will not pump cargo hold bilges until source of oil discharge identified.

Resolved 25 October 2005
Resolution: Class survey, conducted on 13JUN2005, verified that the damage had been assessed and appropriately addressed/repaired. Class survey verified repairs and stated the conditioned imposed on 14MAY2005 had been removed.
