Instrumentation shall be fitted for continously indicating and permanently recording inert gas pressure and oxygen content when inert gas is being supplied. The PSCO discovered that the crew was unable to successfully re-start system after a shut down. The oxygen content meter would not show oxygen being produced at or below 5%. Vessel is prohibited from discharging cargo until documentation from RO attesting to proper op of IGS is provided.

Resolution: PSC NOLA received a class report from DNV-GL satisfying the requirement.
If an emergency pump control is used, it must stop the flow of oil or hazardous material if the oil or hazardous material could siphon through the stopped pump. #2 cargo pump failed to secure from remote stop. Vessel is required a manned watch at cargo pump flat if #2 cargo pump is used for transfer to activate local stop in case of emergency.
