Except as provided in paragraphs (d)(2) through (4) of this section, each towing vessel must carry the survival craft specified in Table 141.305 of this section, as appropriate for the towing vessel, in an aggregate capacity to accommodate the total number of individuals onboard. Vessel's life raft required per COI was not on vessel at time of inspection. Vessel is restricted to protected waters without life raft on board. M/I to check raft installation once back on board.

Vessel's credit drydock due date has passed. Vessel is authorized a one time exemption to transit to Providence, RI, within the Boundary Line, to conduct a credit drydock inspection, and then transit back to Sector Boston [name withheld] to conduct a COI inspection.

Except as provided in paragraph (d) or (e) of this section, a towing vessel with overnight accommodations and alternating watches (shift work), when pulling, pushing or hauling alongside one or more barges, must have a system to detect when its master or mate (pilot) becomes incapacitated. MI observed no pilothouse alerter system installed. Vessel representative stated that they do perform overnight operations with rotating watches, but could not confirm that there is 02 persons on watch in the pilothouse overnight at all times. There is nothing in the vessel's operations that requires this arrangement.

Vessel is restricted to no more than 3 miles from shore until all rocket projectiles are on board.
